Born the 31st August 1976, François-Xavier lives in France. Graduate of a PhD in sociology and economy of development and a Master in Economics and International Finance, he began his career as an assistant project officer at the United Nations Development Programme for Development in Papua New Guinea (Port Moresby). Early on, he has participated in debates on development cooperation issues through his collaboration with Coordination SUD, the national platform of French NGOs based in Paris. He continues his research with the World and Development Institute (IMODEV) and the association francophone des experts et consultants de la coopération au développement (AFECTI).
In 2004, François-Xavier joined the French international cooperation as project officer at the Embassy of France in Senegal (Dakar). Since 2006, he is an international consultant for NGOs, international institutions and private companies. His areas of study enabled him to work in different contexts such as the food crisis in Niger, humanitarian crisis (Indonesia – Banda Aceh, Ethiopia) and poverty contexts (Senegal, Thailand and Lao PDR). From 2009 to 2010, he led and delivered an expertise at major evaluation such the Review of the AFD’s result-monitoring system at development project level and the Joint evaluation of the cooperation of the European Commission, Belgium, Denmark, France and Luxembourg with Niger over the period 2000-2008.
In addition to his consulting activities, he is a cooperation program officer at the Ministry of Education (France). He taught at the Université du Panthéon Sorbonne (Paris 1), at the University Paris Descartes (Paris 5) and at the University Vincennes St Denis Paris 8. He conducts research on the evaluation of public policies mainly in Europe, Asia and Sub-Saharan Africa. It is in this perspective that he co founded in 2009, with his colleagues William Gilles and Irene Bouhadana, lecturers at the l’Université du Panthéon Sorbonne, the World and Development Institute.
